PurposeThe Accountability Officerwill remain responsible to uphold and implement Accountability minimumstandards during the implementation of programs. H/She will collect and processthe complaints/feedback from community and provide timely feedback tocommunities. H/She will ensure the site standards and entitlements displayduring the program implementation while spending more than 50% of his/her timein the field with the implementation teams. Tasks & Responsibilities· To ensure that accountability to beneficiaries and transparency becomeintegral part of all program interventions.Makes sure that complaints are logged in a professional and timelymanner.Respond and communicate with the beneficiaries in a dignifiedmanner regarding their complaints/feedback.Keeps regular follow up of complaints and update the CFM databaseon daily basis.Carry out field visits regularly with the implementation teamsduring registration, verification, distribution and monitoring activities fordifferent M&E and Accountably tasks.Handles complaints as per Monitoring & Evaluation guidelinesand shares the information with relative staff member.Receiving complaints through all complaint channels, classifying them according totheir sensitive and non-sensitive referring them to the PoC and following themup until they are solved and making feedback for the complainant about hiscomplaint.Documenting all complaints and suggestionsreceived through the various means of communication.Follow up all means of receiving complaints andproposals continuously at the project level in all districts of interventionCoordinating with the parties concerned with thecomplaints and proposals submitted for processing according to the complaintsand proposals manual and closing them.Preparing responses, clarifications and draftingnecessary memoranda on complaints and proposals received and classified.Analysis of complaints and proposals and makingobservations and recommendations.Prepare periodic reports, weekly and monthly asrequired by work.Save, organize and arrange data, documents andcorrespondence received within the scope of the work and archiving themelectronically and in paper.To carry out the tasks assigned to him by hisdirect supervisor and in a manner that does not contradict the nature of hiswork.Minimum Qualification , Experiences and Skills· Professional degree in a related field.Good Command (spoken and written) English.Experience working for a NGO or international organization will bean asset. JOBSUMMARY The ProtectionMonitor is in charge of carrying out protection monitoring activities athousehold and at community level in all governorates of intervention. Theprotection needs of the population will be monitored through HHs interviews,using smart tools, in order to collect specific data based on UNHCR in-depthProtection Monitoring Tool form. The PM will also carry out key informantinterviews and FGDs in the community and contribute to the identification ofdisplacement patterns and protection risks. Purpose / Objectives: The PC Case Management Officer is the key actor in the management of individual cases of CP approaching or referred to the drop-in center. The PC Case Management Officer supervises the case management interventions of social workers, paying attention to the respect of technical standards/principles. To ensure CP cases are identified and receive quality individual case management support through documentation, assessments, psychosocial first aid, action plans, direct service provision, referrals and follow up for an assigned case load. Responsibilities/duties: •Monitor and supervise the process of identification of CP cases. •Supervise the activities related to individual case management for PoC in accordance of all CM steps and related tools and procedures. •Ensure the referral mechanism system is known and properly applied and monitored. •Provide guidance on individual case management and organizing assistance/referral for emergency cases. •Organize the intervention of social workers, paying attention to the respect of standards/principles. •Support and manage social workers in their daily activities; ensure distribution of tasks within the teams, ensuring proper and timely information flow, supervision and provide timely advice in complex cases. •Ensure that all emergency cases are addressed immediately and shared with the Protection Officer/Coordinator for possible intervention. •In collaboration with external referrals focal point, work closely with the other organizations in order to ensure smooth referral and monitoring of required follow-up actions. •With the support of IDPs Community Center and Protection Officer, hold regular capacity building/training, social worker’s mentoring and coaching sessions based on identified needs and gaps. •Organize case management meetings with social workers and protection monitors on weekly basis to discuss updates on achievements and challenges and other relevant service providers when needed. •After need assessment, compile lists for the provision of financial and/or material assistance, as per agreed-upon criteria; the assistance should be duly justified with related administrative documents; the monitoring and follow up of the outcomes of the assistance provided is also a crucial responsibility; •Regularly inform the Protection Officer/Coordinator on the conditions of individual cases and/or make prompt reports and bring to the immediate attention of the Protection Officer/Coordinator any case of special needs. •Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices •Provide all required information for internal and external case management meetings. •Participate to meetings, as per request of the CC Coordinator. •Support the Reporting Officer and the protection officer in the redaction of the monthly report, trend analysis and any other related documents, according to the established deadlines; this includes any kind of urgent report as well. •Any other task, not here listed but related to child protection intervention. Purpose / Objectives: The case management officer is responsible for providing case management services for SGBV individual cases, approaching or being referred to the drop-in center, such as providing psycho-social first aid (PSFA), fill out the SGBV intake form, developing care plan, recommending for financial assistance, and proposing for referral for specialized services (legal, psychological, medical, etc.), applying an survivor-centered approach, ensuring confidentiality, safety and do no harm. They are responsible for ensuring that protection principles are understood, maintained and enforced. The case management officer works under the supervision of the IDPs Community Center coordinator and in accordance to Drop-In Center referral map. Case Management: 1.Detect, counsel and follow up individual cases identified through, self-referral, community referral, during psychosocial activities and/or referred by other actors/agencies. 2.Conduct psychosocial assessment of vulnerable cases, including environmental, emotional, behavioral, and social factors as well as resources and strengths that impact the individual well- being 3.Complete intake forms 4.Refer cases internally for legal assistance, psychological counseling or financial assistance when needed. 5.Ensure coordination with the main service providers in the area of intervention for prompt referral, follow up and information sharing 6.Manage, fill, archive specific forms for cases profiling, referral and weekly reporting ensuring confidentiality, accuracy and timeliness 7.Monitor and follow up the outcome of the material assistance provided by other partner agencies and services providers 8.Be available to provide emergency assistance and basic emotional support for urgent cases 9.Ensure that data protection protocol is respected. 10.Any other task, not here listed but related to GBV intervention.     Legal Counselor The Job Job Title: Legal Counsel (Legal Specialist) ( Employer: Rawabi Al-Nahda Developmental Foundation (RADF) – Yemen. Location: Hajja – Abbs Work Hours: Full time contract Reporting/Responsible to: protection officer. Number of vacancies: 1 Starting Date: ASAP. Post date: 13 Feb , 2020. Deadline Date:19Feb, 2020 Purpose: The legal counselor position is critical to RADF humanitarian response to internal displacement in Yemen. It is a key IDPs Community Center position, with RADF expecting that the post holder with be qualified and possess protection skills, knowledge and attitude to be immediately effective in the field. These include the active involvement and the full participation by all community members, paying special attention to IDPs and most vulnerable host communities. Key responsibilities •Provide legal support to the target population through legal counseling and providing legal awareness sessions inside the IDPs Community Center and in the field. •Assure the protection monitoring of human rights violations, IDPs and refugees’ rights. •Providing legal needs periodically with IDs and family cards and birth certificate according to the criteria and SOPs of the legal assistance in coordination with CRA at Abs district •Working closely with the IDPs community, to identify particularly vulnerable individuals and providing them with a suitable legal assistance. •Ensure that there is a wide dissemination of the risks faced by IDPs in the targeted districts and together with members of the community, define possible solutions to these problems. •Conduct field visits to assess the protection needs and concerns of the target population, with particular attention to especially IDPs and most vulnerable host communities; •Regularly send reports on protection trends and incidents faced by IDPs and host communities; •Detecting GBV cases and referring them to the GBV case management officer •Maintain an excel database to ensure that statistics and other reports are produced on a timely basis; •Compile weekly, monthly narratives and data reports on the risks faced by IDPs in the targeted districts. •Perform any other tasks as assigned by the project manager, IDPs CC coordinator, and protection officer Personal Specifications •University Degree in Law, Human Rights, International Law or related field. •2 years working experience in this field. •Ability to work effectively as part of a team; supporting a team in coordinating complex projects. •Ability to communicate professionally and effectively with diverse members and groups including IDPs, members of the host communities, local council members etc. •Strong writing and editing skills. •Ability to collect and monitor data and generate relevant and accurate reports for a range of audiences •Excellent knowledge of Microsoft Office applications (particularly Word, Excel and PowerPoint), web based communication systems. •Excellent written and spoken English is an asset.
